Noa Gani

Noa Gani is an experienced Public Policy Researcher, specializing in tech policy, strategic innovation policy planning, and policy ethics. With over a decade of work collaborating with governmental, academic, and international research initiatives, Noa developed expertise in assessing the macro-level outcomes of tech policies across OECD countries.

Before joining RISE, Noa was a member of the Israeli team to the GENDERNET research under the EU’s Horizon 2020 program, and took part in research projects at Tel-Aviv University, The Hebrew University of Jerusalem, and the University of Florida.

Prior to her transition into public policy, Noa was a member of the Israeli Intelligence Community, serving as an Intelligence Analyst for the IDF, and as Head of the Operations Control Center and Project Manager at the Israeli Prime Minister’s Office. Noa holds an M.A. (magna cum laude) and B.A. in Political Science, both from Tel-Aviv University and pursued Ph.D. studies at the University of Florida. Passionate about research-driven policymaking, cross-sector collaboration, and ethical innovation, she is dedicated to advancing scalable, evidence-based policy solutions that drive societal and financial progress.
